Excalibur Batman is a relatively obscure alternate reality version of Batman within the DC Comics multiverse. He hails from Earth-31, a world created by Grant Morrison and inspired by the imagery of Frank Miller.
In this reality, Bruce Wayne is a swashbuckling pirate captain known as Leatherwing. Excalibur Batman isn't Bruce Wayne at all. Instead, he is a Arthurian knight who somehow acquired Leatherwing's cowl and adopted the Batman identity.
His true name and origin are largely unknown and left to reader interpretation. He seems to be a brave and capable warrior who uses the Batman persona to fight for justice in his own unique way. The "Excalibur" prefix suggests he wields, or at least associates himself with, the legendary sword.
He's a member of the Batmen of All Nations assembled by Batman Prime (Bruce Wayne). His appearances are limited to brief cameos and are played for comedic effect due to the absurdity of the concept.
