The Cyber Controller is the leader of the Cybermen, a race of cyborgs from the planet Mondas (Earth's twin). Cybermen are defined by their dedication to logic, emotionless nature, and constant upgrading through cybernetic implants. The Controller embodies these traits to the extreme.

The Controller's physical appearance has varied across different eras of Doctor Who. They typically stand taller than other Cybermen and often feature distinctive headgear, such as a large, domed helmet with visual processing sensors. These variations reflect the Cybermen's ongoing attempts to improve their design.

Cyber Controllers are exceptionally cruel and calculating, focused solely on converting organic life into Cybermen to achieve total cybernetic dominion. They view emotions as a weakness and relentlessly seek to eliminate them from themselves and others. Their primary goal is to upgrade all life into Cybermen, even if it means destroying entire planets to achieve this.

Several different Cyber Controllers have appeared throughout the show's history, each representing a new iteration and enhancement of the Cyberman race. They are a recurring and formidable enemy for the Doctor.
