The Foot Soldiers are the ubiquitous, nameless antagonists in the Teenage Mutant Ninja Turtles movies, serving as the grunts of the Foot Clan. They are the pawns of Shredder, carrying out his criminal activities and schemes.
In the 1990 film, they are portrayed as a gang of disaffected teenagers, recruited by Shredder and brainwashed by his second-in-command, Tatsu. They are trained in martial arts and weapons, becoming formidable, though ultimately unskilled, opponents for the Turtles.
The Foot Soldiers are largely expendable, easily defeated by the Turtles' superior fighting skills.
