This design seems to be based on the Marvel Super Heroes role playing game (rpg) from 1984, but was also used in the 1986 Official Handbook of the Marvel Universe despite (I think) never appearing in an actual comic.
Biography:
Quasar, also known as Wendell Vaughn, is a character featured in the Marvel Super Heroes role-playing game (RPG). The character is based on the Marvel Comics superhero of the same name.
In the RPG, Quasar utilizes the Quantum Bands, which grant him incredible powers, including energy manipulation and flight. These abilities are reflected in the game mechanics, allowing players to simulate his heroic actions. His first appearance, as Quasar, was in Incredible Hulk #234 (April 1979).
Wendell Vaughn's RPG persona stays true to his comic book counterpart; A highly trained agent who initially lacks the killer instinct often found in heroes but gradually grows into the responsibility thrust upon him by the Quantum Bands.
