Android 13 is a character from the Dragon Ball Z movie Dragon Ball Z: Super Android 13!, released in 1992.
He is an android created by Dr. Gero's computer to kill Goku. Android 13 is initially a powerful fighter, easily handling Super Saiyan Goku.
His design is characterized by his tall stature, light blue skin, and red hair. He transforms during his fight with Goku after absorbing the components of Androids 14 and 15, becoming Super Android 13.
In his Super Android 13 form, his skin becomes a darker blue, his muscles enlarge significantly, and he develops a power core on his chest. Ultimately, Goku defeats him using the Spirit Bomb.
