The Blue Wind Ranger is a core member of the Power Rangers Ninja Storm team. This iteration of the Blue Ranger is based on Nanami Nono, also known as HurricaneBlue, from the Super Sentai series Ninpu Sentai Hurricaneger.

Introduced in the first episode of Power Rangers Ninja Storm, titled "Prelude to a Storm," the Blue Wind Ranger's civilian identity is Tori Hanson. She is the level-headed and practical member of the team, often acting as the voice of reason amongst her more impulsive teammates, Shane Clarke (Red Wind Ranger) and Dustin Brooks (Yellow Wind Ranger).

Tori possesses control over water-based ninja abilities and is a skilled surfer, reflecting her connection to the element. She is also portrayed as having a strong sense of justice and loyalty towards her friends.
