Caesar Clown is a fictional character from the manga and anime series One Piece, created by Eiichiro Oda. He is a scientist and former colleague of Dr. Vegapunk, the World Government's top scientist.
Caesar Clown is a gas-based Logia Devil Fruit user, possessing the power to manipulate and become gas. He is often depicted as arrogant, cruel, and driven by a desire to surpass Vegapunk.
He conducted dangerous experiments on children, turning them into giants, and was the mastermind behind the creation and distribution of the deadly gas weapon, Shinokuni, on Punk Hazard. His actions led to the island's desolation.
Caesar Clown served as a primary antagonist in the Punk Hazard Arc, where he clashed with the Straw Hat Pirates. He was eventually defeated and captured.
Following his defeat, he was forced to ally with the Straw Hats as a bargaining chip for their safety, primarily in their dealings with Donquixote Doflamingo. Despite being captured, he still has escaped on a few occasions.
