A Judoon Trooper is a member of the Judoon, a rhino-headed species of intergalactic mercenary police. They are often employed to enforce the laws of the Shadow Proclamation, a universal set of laws maintained by various galactic powers.

Judoon are characterized by their bulky, black, armor, their single horn, and their guttural, simplistic speech. They are primarily concerned with upholding the letter of the law, often disregarding the morality or fairness of their actions as long as they follow regulations to the exact word. They are generally portrayed as lawful, but rigid and often brutal, enforcers.

While they lack complex reasoning, they possess advanced technology, including energy weapons and transport ships. Their tactics are often heavy-handed and involve surrounding a target area and systematically investigating until the lawbreaker is apprehended, often causing significant collateral damage.

Judoon have encountered the Doctor multiple times, including incidents on Earth and on other planets, generally as antagonists due to their unwavering pursuit of legal infractions, even when those infractions were minor or accidental. They are a recurring alien race known for their distinctive appearance and adherence to intergalactic law.
