G.I. Joe

Headhunters are not a single character in the G.I. Joe universe, but rather a pair of mercenaries: Voltar and Stormavik. They are employed by Cobra Commander, often acting as bodyguards or enforcers. While not as prominently featured as other Cobra operatives, they are known for their ruthlessness and effectiveness.

Voltar, the first introduced, is recognized for his distinctive metal faceplate which covers a significant portion of his head, adding to his menacing appearance. He is portrayed as the more calculating and strategic of the duo, often devising plans and strategies. He possesses exceptional combat skills and loyalty to Cobra.

Stormavik is often depicted as the larger and more physically imposing of the Headhunters. He frequently serves as Voltar's muscle, providing brute strength and intimidating presence. While not always portrayed as brilliant, he is fiercely loyal to Voltar and highly dangerous in close combat situations. Together, they pose a formidable threat to G.I. Joe.
