Woozy Winks is a fictional character appearing in DC Comics, primarily associated with Plastic Man. He was created by Jack Cole and debuted in Police Comics #1 (1941).

Woozy is characterized as a large, obese, and incredibly dim-witted man, often described as a "human goof." Despite his lack of intelligence, Woozy possesses a remarkable and unpredictable ability to alter reality around him. This power, often referred to as "Winky Power," manifests spontaneously and usually in a manner that benefits himself or Plastic Man, often through sheer accident. Originally Woozy was a hapless janitor before encountering Plastic Man (Patrick "Eel" O'Brian).
