Togusa is a key character in Masamune Shirow's Ghost in the Shell franchise, serving as a detective in Public Security Section 9. Unlike most of his colleagues, he lacks cybernetic enhancements at the start of the series, relying instead on his sharp intellect, strong investigative skills, and experience in conventional police work.

Initially skeptical of the highly cyberized world inhabited by Section 9, Togusa gradually adapts and embraces the technology as he gains trust in Major Motoko Kusanagi and the other members. He represents a bridge between the traditional law enforcement methods and the increasingly sophisticated cyber warfare tactics employed by the team.

Throughout the series, Togusa's role expands. He becomes increasingly skilled with technology, eventually undergoing cybernetic augmentation himself to better keep pace with his team. He is often portrayed as the most human and relatable member of Section 9, providing a moral compass and grounding the team in reality as they confront complex philosophical and ethical dilemmas surrounding technology and consciousness.
